I dont see an official banlist coming anytime soon, for the demo submission system why not use www.stambans.com? they have a system in place already and the "trusted" admins also.

must be the same like "AASA" banlist .. (Americas Army Server Admins Official Leased)
there are not banned by PunkBuster, but can' t play on all AASA servers

you see steam bans wont accept other things, than hacking, genral assholeness isnt banned .

well we could have the list as a forum topic, which one person updates, and other admins feed him the data.
or we could have board, where a user group is allowed to post submissions, and other users of the group can approve/ disaprove
