I did everything like told, installed models correctly on my server and still nobody seems able to download them :s

Do you use sv_downloadurl? if no, use it now. If yes, read on.
sv_downloadurl "
http://www.website.com/cstrike/" does not work correctly all the time
sv_downloadurl "
http://www.website.com/cstrike" should fix the problem

Okay so, most of skins are working, only strange thing is that ICS ZombieTerror doesn't seem to load :/

Okay appearantly it does work, but they are for not as nice as the picture says ^^ they look like the Burned Zombies.
I have only installed the ICS TerroristZombie and this is how they look like:

Any idea why they don't look like they should be ?

that's not the ICS ZombieTerror, that's the std Charple zombie (burned zombie)
make sure you don't have ANY trailing white-spaces after any lines in your downloads.cfg and models.cfg (please check this) This is also stated in the OP.

lex... I never had those Burned Zombies before till I putted up the ZombieTerror skin, I took it away and all zombies were just regular again with those white shirts and blue pants, when I put it back up it goes back to burned ones :s

u will always have the charple model so long as you have them in your configs i.e. "models/player/zh/zh_charple001"
u should also know that when you add more models and test that you should observe the server over a good length of time because the models seem to be randomly spawn.
again, be sure no trailing white-spaces and that you are not using multiple config files.

I tried putting the zombie_hc one on the server today and I never saw it the whole time. I put everything in the right folders and did the downloads and models files correctly as far as I know. Any idea what might cause it. Because I went to your server and I saw the zombie_hc model but it didn't work on mine. =/
Oh, and what are these white spaces you are talking about. Maybe thats the problem? Like spaces after the file like blah blah.vtx "like out here"?
or
blah blah.vtx
"or down here like that"
